The permission “Create new document files” can apparently only be assigned globally. However, if the authorization is assigned within a workflow by means of an action - for example to the “User” role - the authorization is displayed in the access permissions of the respective file, but the “User” role still does not have the option of creating new document files (the button in the document Files → Actions → “Upload new file” does not appear).
Is this the expected behavior?
How could I assignt that permission to a role?

This permission needs to be assigned for the document type/document AND for the source.
This is to avoid allowing document file updates from an unauthorized document source like a rogue network scanner.
