I need a detailed change log on a file basis. Is there such a module? Is this a configuration issue or should be Mayan be extended with such a feature?

I’m not sure what you meant with “change log on a file basis”. But if you mean getting a CSV version of the event log (per object or system global), this is covered in the Knowledge base article titled:
