Mayan EDMS doesn’t run natively on Windows. The best way is to use a virtual machine product, install Ubuntu or Debian, and proceed with the standard deployment instructions using the official Docker image and Docker Compose files.
While in theory it could be possible to install using WSL, Mayan EDMS is a complex Python/Django stack and to date there have been no known successful WSL installations that perform adequately while offering all the advantages of running Mayan EDMS with the official Docker image in a compliant and supported GNU/Linux distribution.
In short, with coercion, you could but it will never be as optimal or stable as deploying in the intended manner.
