Long delay to make new posts

The time the forum forces users to wait to allow making new posts is too long. I get the message "You cannot make another post so soon after your last." Can you reduce the time? Thanks.

This is a default feature of phpBB. Avoids spam accounts from flooding the forum with automatic posts.
After a predetermined number of posts your account is automatically upgraded and the time delay reduced.
