Problem with initialsetup on RHEL7

I am trying to configure Mayan on a RHEL7 server with Python 3.6. Everything was going smoothly until I tried the initialsetup I'm getting the error

File "/opt/mayan-edms/lib/python3.6/site-packages/mayan/apps/converter/", line 8, in <module>
from PIL import Image
File "/opt/mayan-edms/lib/python3.6/site-packages/PIL/", line 69, in <module>
from . import _imaging as core
ImportError: cannot import name '_imaging'

References I was able to find declared this was a problem with PIL not being compatible with Pillow and it needed to be removed. I'm using Pillow 7.0 and it installs the PIL directory. I don't have a separate installation of PIL. I followed the steps given for Basic Deployment. The server I'm configuring does not have Internet connectivity so I used pip download to fetch the required packages.

Any ideas what I am missing?
