I recently rediscovered Mayan while I was actually looking for a DMS with annotation functionality.
Mayan does not have that. However, I am impressed by all the things Mayan does have and I decided to start using Mayan for filing the big load of documents I get to work with in politics. I am happy with the comment function that I can use to at least save some comments for the whole document.
But still I do have the need to add comments to specific parts of a document.
I am a Python coder myself, so I am considering to contribute with this functionality. But since I am still not that familiar with Mayan and I am a busy man, no promises yet.

However I do wonder, has anybody ever considered adding annotions to Mayan? Has any development or research already be done?

My first thoughts about the function are to create a layer over the page where positions can be picked to add a note. There must be a position the note is referring to and there could be position of the note as an overlay in the layer with a dragging possibility or just a text area in a side panel.
Notes must register and show the user that added the note, the creation timestamp and of course the text of the note in plain text. The user should be able to edit it and others should not. At least for the first version of this function.
There could be an option to highlight part of the document by dragging a box and assigning a color to emphasize the part the note is referring to.

These are just my first thoughts and it would be great to get some input or help to get this realized.

Annotations and highlights are on the roadmap. The first two changes have been added which updated to transformations system to support layers. The redactions and watermark features use these. Annotations and highlights are basically translucent objects on a transparent layer.

The next item on the list to support this feature is to add the necessary JavaScript to display the text of the of the annotation as the user scrolls the page and this feature should be complete.

Hello Roberto,

That is good to hear. Please let me know if I can help in any way. I am an experienced developer and I have built nice things in Python and Django. I may not be a javascript specialist, but I can usually find my way with it.
