I’m just getting started with EDMS in general using Mayan. I have certainly figured out how to use Cabinets and Tags. That said, just trying to wrap my head around the difference between the two. As in - when would a more experienced user use one vs the other. Any suggestions?

They are very similar. The main difference is that tags have an additional color attribute for easy visual identification while cabinets do not. The other difference is that cabinets can be nested and tags are single level.
Tags are best used for binary attributes, while cabinets are best used when you need to categorize documents and there can be more than one level of categorization.
